As far as I know, it's only available for Blogger, Google owned property. These are advertisements from the advertisers of the Google Affiliate Network

I've tried them on my Blogger blog and saw no conversions. Merchants on GAN (Google Affiliate Network) are mostly retailers and with somewhat smaller per sale commissions, so it's rather hard to many real money with them.
For over a year that I've been on the GAN I noticed a large number of big retailers shutting their campaigns, so I figure it's not really working out for them either.
