CPA Network That Locks Content...

Strange question I know.
But here goes:
"Which CPA network locks the content of a website and provides a questionnaire?"
I hope that makes sense.
Basically a visitor to the website would load the page and then a box would pop up and say something like: "Content Locked: Please answer the following questions to get access to the content"
Anyone know which CPA network this is?
