    There's plenty of ways to do it. I use a combination of Google Keyword Planner w/ Google search (& different search parameters), as well as the top 20 results from Yahoo and Bing (with multiple keywords).

    Then you test, track, and work with what you get. If it were that easy to get the "perfect" targets everybody would be in PPV.

    IMO there are no perfect targets. How I find my targets is by searching google and bing for keywords related to the offer, then from there evaluate the urls and add them to the campaign. The trick if often to find keywords not directly related so there is less competition. For example if you are promoting a credit report offer, instead of looking for keywords directly related to credit reports, you could search for people looking to plan a big purchase likea. House, car, rv, boat, atv, etc - then make your landing page around this. (If you need to make a big purchase you will likely need to know your credit score is good)

    I am also searching the target keywords on google, bing and yahoo, from these sites you might find some more links pointing to related content. Sometimes the strategy is different depending on the offer you're promoting.

    PPV is not easy you are better off sticking with PPC.

    Here is what I do...

    1. First, I go to Google and do a search of a few topics I'm interested in for the campaign and see what comes up. I'll usually grab the first two pages of URLs. (I don't pull from the Adwords Ads. Since they are generally less volume URLs.)

    2. Next I go to Alexa.com, there I do another search looking for some high ranking URLs. Anything I can find under a 20,000 Alexa ranking I grab.

    3. Also I take the biggest URLs I found from Google, and pull them up in Alexa.com to see if they have any good sub-domains. With Facebook.com for example, I would consider bidding on the URL apps.facebook.com, since it gets a lot of Facebook's traffic. This is a great way to find cheap hidden PPV traffic sources.

    4. Now, if you are using LeadImpact the best way to find keywords is by using Google’s Keyword Tool.
    First you select “[Exact]” in the left sidebar to get more targeted estimations, second you select “Only show ideas closely related to my search terms”, and thirdly after you do a search for keyword you are interested in sort the results by the highest “Global Monthly Searches.”
    Pick some of the top keywords to test.

    5. Now I'll take this big list of URLs/Keywords I built and narrow it down to my top 10. I do this by loading them into my PPV network and looking for which ones have the largest volume estimates. If the PPV network I'm using doesn't show volume estimates, I will compare the websites' rankings on Alexa. Clearly, I always look to make sure the URL fits with my campaign's angle and offer, I don't just blindly chase the biggest volume URLs. But that IS my starting point.

      Though there is no [Exact] match, nor is there "Global Monthly Searches" anymore. Google Keyword Planner always shows [Exact] matches now, and "Local Monthly Searches" which is called "Avg. Monthly Searches".

      Is there another tool that I am not aware of?

      @OP
      After you find targets from Google as Greedy suggested and tested them. If there are any promising targets try websites like "similarsites.com" to find similar targets.

      I also use Alexa but in a different way, after I find targets from Google, Bing etc. I search the website in alexa, e.g I search for "mytargetsite.com" in Alexa and scrape the "Which sites did people visit immediately before this site?".

    Oh it is called the Google Ad Planner.

    I copied that from my personal notes, and didn't updated when Google Ad Planner came out. But it pretty much the same thing as their Keyword Research Tools, just more messy imo. Give it a chance it helps.
