  We have managed to get one by filling contact form on fb page and someone called us about it. It took 1 week to get one.

  Man, you should post full info. They don't like affiliates. You can't make a agency account unless you own some business and want to promote only THAT business. Any other thing is instant ban. Agency accounts are solid, but are monitored more closely than any other account
  
  Specially, if you live in US. Then forget about agency account as affiliate. There are ways to get around this, but it needs level of expertise in this particular job

You can't promote dating or affiliate offers with agency account. They are strictly prohibited.

Even I want to know the same.. have seen tons of affiliate links on fb ads area.. and i know some of those ads are linked with agency accounts. What gives?

You need to have your own agency in order to create agency account . Super Affiliates buy accounts from sellers and focus on scaling things. They don't waste time in creating accounts themselves .

To get an Agency account you need to contact facebook and those guys will set one up for you.
This account is not linked to any facebook profile and you need to have an email address that you have not used on facebook.

Its pretty easy to get indian agency accounts, the facebook representative over here dont know anything about affiliate or CPA marketing. You can show them any website and they will set one up for you.
They only have one rule, you have to spend $15/day and they will even give you rep. who will help you setup campaigns and stuff.
