    Very broad question and can't really give much info since there's so much. What type of media buys? desktop or mobile? CPA or physical products? Gotta start narrowing down decisions like that before you can start picking offers, ountries, and traffic sources.

    Go to Alexa and look up the top 100 websites for those countries.

    Otherwise I would recommend Facebook Ads.
