Hi, thanks for your contributions the other day. Please, as regards to Cost Per Action companies, must I own a site or blog before I can be accepted there?

  Yes but at many you can get in just explain how you can get paid traffic and direct link or make a landing page so you don't need a nacy website!

Yes! It is always suggested to have a blog or website in affiliate programs. It will help you to promote the products.

Yes, it is not typically required, but HIGHLY suggested. It only needs to be a few pages, and is worth taking the time to make one.

Nope, not all CPA networks require you to own an actual site. But as the others have stated, it doesn't hurt to have a site or blog, and it's often more convenient. Some networks like CrakRevenue will still accept you if you don't own a site, since many affiliates are also media buyers (people who promote CPA offers directly through traffic that they purchase on various Ad networks).

Not completely necessary but you should try and start one up, you'll want one if you planning to take CPA seriously.

  I would save up for your own domain, it looks MUCH more professional, especially to those who work in the internet marketing industry.

  I got my domain and hosting plan for 2 bucks for a whole year. Slowly going to build that for when I'm ready for CPA. Its really cheap if you get your plan from GoDaddy.

I think every network asks for this, often you can get around this if you can clearly explain to the network why you don't have a website and how you plan on driving traffic to their offers.

  If using a blog, is it best to take time to establish the blog. In other words dont just create a blog & apply to networks that day, but take some time to post to the blog.
  Do the networks need to see an impressive blog?

Yes they need to review your site to make sure your legit. But once approved you can make a killin.
If your looking for a hosting service try http://www.hosting24.com/page/8128. They are a great cheap service and there up time is 99%
