Who does the AI Act Law apply to?

The user or the AI softwares developers? I am seeing this on google:

The Act will broadly apply to providers and deployers of AI systems. However, the current draft from the Parliament envisages that importers and distributors of AI systems, as well as authorised representatives of providers of AI systems, having their establishment in the EU will also be covered.

Would anyone using AI like to write content or use any AI generated software be held liable for this law please?

    Once approved, the Act will apply to anyone who develops and deploys AI systems in the EU, including companies located outside the bloc. The extent of regulation depends on the risks created by a particular application, from minimal to "unacceptable.

    There are countless legal, media and opinion blogs and articles about what this new European AI law means - asking for legal definitions here is asking for problems.
