It's not about building MORE links it's about building the RIGHT links. You need to focus on building links that send the right signals. If you're just blindly building as many links as you can without any particular strategy, you simply won't get anywhere.

Keep backlinks relevant and go for quality vs. quantity as others have suggested. For example, if you have a site about motorcycles, don't post a link to your site on another site, forum, etc. that is about flowers. Also, be sure not to spam. Comment on the post you are replying to, contribute to the discussion, etc.
