Fluctuation in rank

Hello Experts,

I want to ask you one thing that why the rank of any keyword in Google fluctuate. I am facing the same thing, inspite of having the good backlinks still rank fluctuate. What could be the reason and how can i make the rank stable?

How much does it fluctuate?
I think it's normal to have some level of fluctuations. Things constantly change (links, sites, etc)

Things change all the time. I've been developing a keyword tool and I've noticed that frequently when I run an identical search I get different search results! This happens even if I run the tests within 2-3 minutes of each other.

One thing I suspect the search engines do is occasionally throw in new and updated pages high up into the results and if they get clicks then they get clues that these sites are worth upranking.
