Bounced email error , what it means? "550 5.7.1 Our system has detected excessively high number.."

I got this bounced email from a bulk mail campaign.

hotmail-com.olc.protection.outlook.com[104.47.33.33] said: 550 5.7.1 [IR]
Our system has detected an excessively high number of invalid recipients
originating from your account. Contact your service provider for support
(in reply to end of DATA command)


What it means? Am I blocked from all Hotmail? or its temporary block? and what do I need to do to fix the problem?

      I am working with a partner, its probably a good quality purchased list.

      So do you know how to overcome this? am I blocked for 24h or 48h?
