Once I have purchased an expired domain, what are the steps in selecting a registrar and registering the domain?

    You should probably already have an account with a registrar prior to purchasing a domain. Once you select the registrar and set up an account just go to their knowledge base and read up on how to do it. Or just use their contact page, More than likely they will be helpful to get you as a paying customer
