Is CCbilling now considered safe?

considering new website, well actually beyond that since I have bought domain name but looking at a potential affiliate program that only deals with CCBilling. Worries me a lot since in the past have heard BAD reports.
Always been a PayPal fan myself but my question is can I now trust CCBilling.
Would be grateful for your input on this phobia. Founded or not?
