If the blog of my popular website is published on other website stating that originally published on______website, so is it ok or google consider it as content duplication
and if it OK then at percent I can do that?

    Google considers and penalizes duplicate content for the same, or very similar text on the same site. (I'm not sure about other forms of content) Content on other sites is NOT considered to be duplicate under the same conditions.

      I have article name abc on my website abc.com and it is very popular article, now i republish that same article on xyz.com and leave a note that it was already publish on abc.com,
      so as in this scenario is it ok or is it too consider as content duplication

    Ask yourself Jay: why do that? Readers will just stop reading the 2nd blog, delete it from their feeds,and visit the first place. It does not make sense if you think it through buddy.

    Write a new article for the second blog. Do as successes do

    Indeed, it is a duplicate content by definition but there's no penalty on doing this. From Google or from any other search engines. As long as you are not trying to spam, you're good.

    Google actually does not "penalize" websites or pages with duplicate content, unless they will find our that your intention is to spam. As per Google;

    Duplicate content on a site is not grounds for action on that site unless it appears that the intent of the duplicate content is to be deceptive and manipulate search engine results. If your site suffers from duplicate content issues, and you don't follow the advice listed above, we do a good job of choosing a version of the content to show in our search results.

    Isn't that what I said? Google doesn't show what they believe is the duplicate content. It's a penalty.

    Content duplication is when the content is duplicated in the same site or in different sites.

    It will penalize your site and if you want to monetize Adsense will not accept you neither the majority of top tier advertising networks.

    As AgileWeavers stated, there will be no penalty to EITHER site. What may very well happen, however, is that Google may only index and/or rank one version of the article, which could very well be the other site instead of yours despite it appearing on yours first.

    So, the real question is, does it hurt you/help you if the content is only showing up in the rankings for the other website? Only you can answer that.

    As ryanbiddulph suggested, it's often better to have two completely different articles about the same topic - one on your site and one on the other site - if you want both to rank.
