Blogger outreach in languages other than English

I've been trying to rack up a bunch of potential partners for various content marketing campaigns by reaching out to bloggers around the world. My efforts were mostly successful when it comes to English-language pages and had quite some success in German, Swedish, and Spanis... but when I try to reach out to webmasters and bloggers in other European languages - Croatian, Latvian, Russian, Ukrainian, for example - the response rate is close to zero (and my boss keeps pressuring me to find more and more of these).

Can you share some tips on how to handle webmasters in these countries?
