    Best way to go about it is to create content that people want to link to and to buy links (not the ones that cost pennies, though.

      This is correct. Updates that allow the search engine to know that new content is available are always good in terms of SEO.

    They are good for submitting your website for the index purpose. i usually do Blog pinging for new websites.

    Sooner or later you do have to SEO for your website. If you are a well-known brand than that maybe some exception.

    If your goal is to index your site than submitting it to Google Search Console is a better option in my opinion.

    I don't think you need it unless you have created an article that's buried too deep within your site, such as /articles/beauty/creams/article.html

    If so, it's best to modify your site structure so that it's simpler and lets someone reach an article in just 1 click.

    No, good offsite SEO entails building a variety of backlinks to your site that are: contextual (surrounded by text related to your keywords/niche), on high DA (domain authority) sites, dofollow, and relevant. Onsite seo is important too. Make sure your site has quality, unique content that others will want to link back to naturally.     Like everyone in the above posts already mentioned, it's not a factor in off page SEO. You'd be writing & uploading keyword rich articles and press releases to articles directories that links back to your website or blog posts.

    The above mentioned is standard offpage search engine optimization practice. Like others have mentioned in previous posts, buying high quality backlinks to link back to your website or blog posts are also catalysts to speeding up getting your organic 1st position ranking in SERPS
