CPAGRIP Email Submit Offers

My account Manager said that Email submit offers convert when the user submits their information and completes a short survey.
I'm sure that users who I've targeted submitted their info and completed the survey but I didn't receive any conversion. Is this a scam?

    How could you possibly be 'sure'....unless you are recruiting family and friends to complete surveys so you get paid?
