How to stop someone from ruining my link-building and SEO efforts?

Today I saw in Google Search Console that I have more than new 250 linking websites. All of these websites are the complete opposite of the websites from which I want links.
This seems like some kind of Black Hat technique for ruining my work and SEO presence. My questions are:

- Low-quality websites with low domain and pages authority;
- Web Pages from 100% irrelevant niches;
- Badly automatically generated content;
This seems like some kind of Black Hat technique for ruining my work and SEO presence. My questions are:
- What is the name of this technique? I want to get more information about it.
- How can I protect myself from such attacks on my website?
- Is there an easy way to remove these bad links to my webpage? I can report all these links to Google as unwanted links. Google recommends removing them from web pages too otherwise their power will still have a big impact on my website. For example, currently, I have 20 good links and 250 bad ones.....
I'll appreciate the assistance of everyone who knows more than me about such issues!
