Can Blog Networks Raise SERP ranks?

Here are my thoughts about Blog Networks.
1. If you want to give exposure to your writing talents, Blog Networks would be good. You would also drive traffic from Blog Networks directly to your sites via embedded anchor texts.
2. If you plan to use Blog Networks as a tool to drive Search Engine Traffic, improve Search Engine Results Positions or raise your Page Ranks, then you need to think again.
Based on what I read so far, I can sum up that all these Blog Networks are "content farms" to Google. Unique or not unique contents, their domains were marked with Google's red hot flags already. This may mean articles not even being indexed or pushed far back behind the queue.
Even if indexed, they might NOT be POSITIONED in the top 100 SERPs. Their SERPs would also be dropped far down as soon as relevant content from NON-BLOG NETWORK hits Google. The same goes to Article Directories.
But then, I'm not really sure whether that situation is still current or not. I might be wrong now.
However, some IM'ers don't really care because Google is not the only SE in the world. There are over 700 competing SEs and high quality localized ones like Baidu and Yandex. The issue is, Google owns 60% of the traffic in US and over 80% in Europe. That really means MORE HIGH QUALITY TRAFFIC that yields better results would be from GOOGLE.
I know it is easy to write ONE article for a blog and spin em into hundreds of unique articles and push em into the list of blogs. But how about the yield? Will this effort render expected results despite the aforementioned underlying issues?
I recommend FORUM MARKETING, VIDEO MARKETING and SOCIAL MEDIA MARKETING instead of ARTICLE MARKETING. The 3 are viral and they are real.
For example. The sig files and profiles in FORUM MARKETING, not only bring traffic but they also add link juice to your sites. Some of the forum pages even have high PR. Their headlines are attractive thus attract visitors. It's harder work, need slightly more time and need some form of interactivity for a while with the community. The results are certainly much better as long as the choiced FORUMS are high quality ones - very active and with real discussions.
So think where you really want to spend your energy and time at, in gaining the best yield.
