Social bookmarking is one of the first places the major search engines look for new sites and web pages. Google especially loves new relevant content and will typically give it a temporary boost in rankings. This is known as "Query Deserves Freshness" or QDF. Basically, having links to your site on bookmarking sites helps your new content get indexed quickly and will help it get a temporary boost in ranking.

Social Bookmarking sites can obtain a type of authority status even with their heavy linking out. This effect is sometimes called being a hub. While not much link juice is passed, Google sees these sites as important in detecting trends and determining the importance and popularity of the sites linked to.

You probably know about the 'big boys' in the social bookmarking field like Digg, Delicious and StumbleUpon. However, there are 1000's of niche oriented and small time social bookmarking sites that are of value as well.

When you have your own social bookmarking site or sites, you can take advantage of the great social bookmarking SEO pluses without depending on the whims of other webmasters or having your links sitting along side those to 'bad neighborhood' sites. With your own bookmarking site you’re in control.

The reason I suggest using the Scuttle script to create a bookmarking site is that it’s free, relatively easy to use and SEO friendly. Other scripts I’ve tried have been more complex, buggy and lacking in SEO optimizations. The Scuttle script creates a plain, simple, site, very much like Delicious.com. The Scuttle script has a cousin called ScuttlePlus that, unfortunately, is no longer available from the author but can be found other places unofficially. It has several nice enhancements, such as a backend admin area and an installer, so if you can get your hands on it, I recommend using it. The downside of Scuttle and ScuttlePlus is that there is little documentation on how to use it effectively. Just slapping up a site with it won't get you the desired advantages of a good social bookmarking site. It will only get you spammed into oblivion. There are several steps you will want to go through that will help you create an effective social bookmarking site that provides value to you, other people on the Internet and to Google's algorithms.
