SOPA/PIPA …another bill postponed again! Do we need a new Internet ?

SOPA, PIPA, everyone is now talking against it now but we predicted this issue months ago as the technical aspects were being discussed.
If we talk about alternatives: should we be considering a fork of the Internet in 2012, a new Parallel Internet.
This new Internet could be built using exclusively IPv6 allocated addresses which could be controlled as vehicle plates are controlled today; clear laws, copyright regulations and built in security should be essential characteristics of this new Internet.
Using a device such as a dual headed router/firewall, users or business can connect and reach both Internets, or stay out of the Internet we know today.
All Business and Copyrighted material should move to that new Internet, they have the money to build it, let them pay for it.

No not really.
It is very similar to the way an Enterprise WAN is built , with Links to the Internet and private links through VPN or private switched networks and point to point dedicated lines.
Maybe there is something on it on the web, have not searched.
