Page Rank Indicators - Are There New Rules to it?

Hi guys!

I have recently started a website, and had a question about the avg PR indicator for each keyword used for SEO.

From what I know, the PR average is to add up the 10 sites PR on the 1st page of Google, and divide that total PR number from all the sites added up (# of website SERPS on 1st page of google.

I have been told that a PR avg of 2.7 or lower means that it will be easier to rank on the 1st page of google, and quite quickly.
