too many ways to increase web traffic HELP

Correct me if I'm wrong, but most web traffic tips are completely and utterly worthless!
They all seem to go something like this:
On page search engine optimization, build backlinks, quality content and lots of it, social media, more backlinks, pay per click, create a ton of decent videos, more backlinks, squidoo/hubPages, forum posting, more backlinks … So, where to start, where does it end??
Then, to add to the complexity of it all, there is also the white hat & black hat techniques, paid methods & free methods etc. The overwhelming confusion only gets worse instead of better the more you dig and hunt for the answers. :confused:
Why is it such a huge problem to try to find effective ways to increase web traffic? Is there a solution and are there truly any proven ways to obtain targeted visitors to your site?
