SEO experts review the backlinking traffic generation strategy

Everyone seems to have an opinion about backlinking to increase web traffic. Does their opinion matter? Are they right or wrong? I really do not care either way what “everyone” is saying, and only care about what the SEO traffic experts have to say. Let’s review what has been said and who said it. 
The #1 traffic expert on the net today is the big G, who has openly expressed their thoughts about backlinking for traffic.
“Your site’s ranking in Google search results is partly based on analysis of those sites that link to you.”
I think most of us would agree that we know this to be true already, which is why so many webmasters go crazy trying to get backlinks from anywhere and everywhere they can.
