Webmasters who serve up this dish to increase website traffic are filling up with no nutritional value, LOL … I just crack myself up. Well, I thought it was amusing and couldn’t resist, sorry. :p
Seriously though, I do think the web is lacking lots of nutrition because using link spam for traffic generation is affordable, quick and easy… The preferred traffic generation method of most webmasters.
What is the definition of spam?
Basically anything outside the search engine guidelines.
Per Wiki
Common spamdexing techniques can be classified into two broad classes: content spam (or term spam) and link spam and is the deliberate manipulation of search engine indexes.

Do not promote your site (or let anyone else do so) using “spammy” techniques and shame on you if you do.
Avoid any thing or anyone that mentions things like “free-for-all” links, link popularity schemes, creation of fake forum profiles, posting links on link farms and “private blog networks”, link exchanges, social network spamming, or just plain out mentions submitting your site to thousands of search engines.
