NY Times Article About Google Penalty

I posted this thread on Warrior Forum about Google penalizing major sellers for manipulating the search engine results.
Google's Matt Cutts posted a response after penalizing JC Penneys.
It's interesting the choice that Google made toward the action they took against JC Penney.
Why such a limited "penalty"?
Because JC Penney is a recognized name and they pay a lot of money for advertising.
It would be nice to think that we would be given the same opportunity if we are suspected or caught manipulating...
It sure pays to be a big fish, doesn't it?
