Is there any tracking software let me automatically redirect traffic to another offer if CTR become less than %5 for example ?

You mean how to stop poorly performing ads from running?

You can do that in Google Adwords, for example: https://support.google.com/adwords/answer/2497710?hl=en

(Ctrl + F or search for "low CTR".)
