I am having very low CTR as low as $0.30. Is there anything that can be done?

What kind of offer do you have? If it's AdSense then 0.30% is good, if its some other kind od offer like Amazon links or clickbank and you have targeted traffic then 0.30% is bad. So, it depends what offer you have and where you get your traffic from.

$0.30 isn't a CTR, it's the cost per click.

Your CTR is mainly determined by how relevant your ad is.

Are you advertising? If so, what ad platform are you using? Without knowing this, advice given will be too vauge.

If the conversion/cost ratio is profitable, I would worry too much about CTR...

The first thing I would look at is the traffic – can it be more narrowly defined? "Dog training information" isn't the best buyer key term, "rottweiler training e-book" is much better.

After that I would relook at my ad and ask myself if it mixed curiosity with a hint of benefit.

For improving your CTR, try to add relevant and good volume keywords and keep it on exact search. It will help to bring traffic which are actually interested in your product or services. Remember, for getting conversion you need to have a good landing page and relevant content which will help user to connect with you.
