1) Check list keywords. Which one is give you maximum traffic. Remove non performing keywords to negative keywords list. Then You should use those performing keywords in your landing page. Use split test with variable change to check which works well or not. Hope if you track every single click's source and drive it carefully then hope you will get conversion.

Could be a few things:
  1. The quality of the traffic
  2. The quality of the sellers landing page

If you'd like to share them maybe we can get to the bottom of it

Check these things: -

1. Check if all the links are pointing to the right Affiliate Link (lot of people run the wrong link and don't even know it)

2. Check the quality of the traffic.

3. Tweak the landers/Create new landers.

And 600 clicks is nothing actually unless you're paying a lot per click, run atleast 2,500 clicks before jumping to any conclusion.

How did you select the offer? Did you select if after verifying it from your affiliate manager or not? Did you verify it from market place? Is this offer has demand in market? How did you collect your seed keywords? Are they enough related? How many keywords you are biding per ad group? How are you tracking the traffic source? Did you check the quality? What is the quality score of those keywords? Are they high enough? Did you optmize your landing page a/b testing? Find answer of these question hope you will find solution.
