Tracking Response Rates

I have received requests from my clients regarding 'pay for results' models for their copywriting.

Can anyone point me in the right direction for solutions on tracking actions such as optins etc, and how this could be hooked up to a sales backend.

Example: customer buys an optin package. We do the landing page, users lands opt in, then we bill the client.

I was thinking of pre-paid balances (like the adwords approach), that way money is in and billing is instantaneous.

Thoughts?

Charge initial retainer for X leads @ Y per lead.

Collect leads in an online database (MySQL, Autoresponder, whatever).

Deliver leads to client via email, FTP, or db access.

Bill client once you deliver more than X leads.

Spend some quality time with the Google and "Lead Generation".
