Using National Ads For Leads?

I would like to thank everyone in advance for his or her suggestions and input.

I'm in need of a lead cultivating system to sell an offline business opportunity known as a "Local Dealer" wherein they market our product line of "Healthy Body Wear" (jewelry).

The price for a dealership ranges from $2,500 to $10,000 depending on start-up inventory. Dealerships are available at this time in 11 states.
The process we are using now is based on word-of-mouth and 90% of our dealers are customers who have tried our product and then have an interest in selling our product as dealers. With our rapid expansion across the country, I need to target in on a large audience of people interested in an offline business.

I am considering ½ to fill page ads in national publications such as: Business Opportunity, Entrepreneur Magazine, Home Business Magazine, etc..

Reviewing many of the ads in these magazines, there is a wide range of call to action strategies used. Some used are; call the company to request additional information, go to a web site for sales copy and then a call to action, and others (less desirable) seem to attempt selling the opportunity with a lot of content.

Based on the cost of these ads ($5000-$15000) I do not have the luxury of time to test (due to the excess of leads (invitations) to showcase our product) ad copy and a system. So right out of the door I need to reduce most of the risks in not gaining the attention of the reader/prospect.
Once I have a prospect on the phone, we can cultivate 2-5% into dealers (the prospect is aware before the call what the price tag is - no surprises).

The second problem I'm challenged with is the national ads take 3-6 months to get into an issue (published). Due to current circumstances, I need to establish 100 dealers in 11 states before the end of 2012 to meet the demand for our product.

I'm considering local news print, however the cost and uncertainty of response taxes my faith in that being a solution.
What I believe my solutions are:
  • Good ad copy to pique interest in people interested in an offline business model.
  • A method of pre-qualifying prospects before calling me
  • A reworking of our business introduction booklet (20 pages).
Another question has anyone found success developing and converting interest into sales for an offline business via the interest (based on our price point)?
