Which is the more impactful way to present data?

If you have a percentage to put into your copy, what is the more impactful way to present it. Let's say the number is 11%

Only 11% of people do X

or

Only 11 out of every 100 people do X

Personally, I'm leaning to the second option, but would love to hear the opinions on this.

  • I'd go with 11 out of 100. The sad truth is, the majority of people are baffled by percentages and really have no clue what they mean or how to calculate them.
