Per Inquiry Advertising - Do you think it will work?

I was wondering if per-inquiry advertising business model will work. I intend to run an experiment to see if people are receptive about this idea.

Here is how it work:

I will charge the production costs - Normally a small fee of between $300 - $500 to cover the cost of writing, design and software for tracking results.

I will charge 20% off the sales price. So if the product the advertiser is promoting is $50, each lead will cost the advertiser $10.

Depending on the agreement, I will cap the number of leads to say 100. So if I drive more than that number, the client don't pay for the extra. If I drive less than the number, I will work with the advertiser to come up with a better ad. I will work on the copy till I hit 100 leads.

Currently it's easy to track for sales page, squeeze page, EDM etc. It's also possible to track for call inquiry. But I am wondering how do you track walk-ins? Do I have to be in the store to count the number of coupons?
