You will need some money for this as you can't use the money of the ebay buyer to purchase on Aliexpress. As for the safety, don't worry it is safe as AE offers buyers protection .just order and put the buyers address in the shipping details

One thing to consider is we here in the US tend to be a bit impatient (comes with the internet "instant satisfaction" culture). If the shipping time is 15 - 60 days, that alone will turn clients away. There is also the customs issue, which most Americans do not know how to deal with. It takes only one very loud and unhappy customer to ruin your business.

You might consider setting up a US company and using local drop-shippers. Here in Oregon you can set up a company as a Doing Business As (DBA) for $50, using your India address Oregon Secretary of State: Business. You can then get a sales tax number (Oregon doesn't have a sales tax but you can get a certificate to give to your suppliers).

Then set up your website, credit card processing (which you have), upload your products and you are in business. Your profit margins might be lower but you can make up for that in volume and satisfied customers.
