VOIP - Calls Forwarding to Other Countries

I would like to setup a toll free number for my eCommerce store in the U.S. and all incoming calls to be redirected to other countries such as Philippines and India during business hours. Post Business hours, I need to have IVR with voice message functionality. Considering the cost of outgoing calls as well as calls from these countries to US. What is the best platform which can offer such services?

Some friends advised me to use Skype, Sonetel.com, Virtualphone etc....

    Skype is what we tell people to use. If you have a friend in the U.S., you could also have a MagicJack shipped to them, which they would then ship to you (MagicJack only ships to the U.S.).

    Set up a US number using Skype. Then plug that into Grasshopper, which will also give you IVR functionality. Used it ourselves, it works great.
