How do you locate a good developer?

I am not looking to hire anyone from here. I am just asking what qualities should I look for and where do people find these webmaster type people? I am running out of time to launch a replacement site. I have all the data.

    I am going to have a little language barrier between my English and this technical jargon. Does anyone know what a person to set up and code a add to cart button. Link that to a shopping cart and then the checkout is called?

      I hire freelancers at Fiverr and they usually do a great job.

      I either post my job for bids or contact developers directly
      depending on my needs, but I have been on Fiverr so long
      that I have regulars I use most of the time.

      When you add a shopping cart to your site all of that button
      code, as well as button images, is provided, so a developer
      should only set that up on your site, they will not re-invent
      the wheel.

      Developers talk to you in plain English, you don't need any
      technical language skills.

      It helps if you are able to deal with your hosting and setting
      up your WordPress admin. I don't allow anyone access to
      all of my control panel, only the area they are working on.

    On Upwork I look go according to reviews mostly and consider those with 5 stars only. Also read the reviews.

    Apart from the obvious technical requirments, you need to find someone who can easily interpret your instructions by email or let you know if there's something they don't understand (good communication skills).
