I was wondering if any e-commerce owners had a specific budget they have dedicated to advertising/marketing.

I took a small business class here locally, and they said the first year, you should spend 10% of your cashflow (gross sales). The after your first year, drop it down to 6-8%.

Anyone have a rule of thumb? This could fluctuate a lot depending if you use PPC/SEO/other methods.

It is not possible to say "10% of your cashflow". In high-competitive niche, starting your eshop, or going to new country if you want to start up fast, you can easily spend 1000% of your cashflow.

Once established, using WOM - it will be no problem to spend 0%.
