buying whole sale and getting certiicate

hey i was wondering if the wholesaler i want to apply to only asks for ein. do i need to apply for a resale certiicate in ny state? i heard applying for a resale certificate take up to 60 days and i need to to sell for holloween. what can i do to get the ball rolling any help plz and thank you.

    Usually either or both a state or federal tax id will suffice. New York may have its own bizarre laws requiring a certificate as well.
