Looking for Options for Swap Style Site

I am looking to build a site where people can create accounts and sell items to one an other locally.

I'm thinking I'll keep the site free to users and monetize it via selling advertising to local businesses.

I think if I make categories, then I can even target the ads by category to give businesses even more targeted leads.

What can I use to build this site?
