How do you get around the paypal funds hold

I was reading that pay pal holds funds for 21 days for people who drop ship. Is this a standard thing or does it apply to people who have just lower ratings? I am not sure I can make a profit drop shipping off eBay if pay pal will hold the funds that long.

    Basically the point of it all is that Paypal wants to work with financially stable entities who enough funding to keep their business running for the period that theyre holding the funds.
