Building relations mailing webmasters

Hi guys,
when I'm looking in this forum about email marketing I can't find much about a simple thing such as just sending an email to build a relation. Everyone seems to be busy with building lists and buying and selling them etc.
If you know what I'm talking about and have Recent experience with this I would like to ask you what you think about this.

Examples in general that I have in mind:
1: Asking someone to do a link or banner exchange.
2: Building a great service both you and the web master will benefit from. Explain the service and ask to join.
3: Asking the web site owner if you can help them with something like Web design, photos or graphics.

Do you have some additional ideas that could be added to the list?

    One thing I can tell you from your list. You are starting in the middle of the process.

    You need to start building the relationship before you start asking for things like links and joining your service, etc.

    You start by introducing yourself. Telling how you found them. A little sincere flattery can sometimes go a long way.

    One good way to start is to comment on their blog posts with intelligent, thoughtful comments that further the conversation. Promote them by liking/sharing their stuff and tag them so they know you did it.

    Your #3 is a good one. After you have done the above, so that they recognize your name in their inbox, email them about a specific post and offer to help them with a an image or graphic. Don't send it, just ask if it's okay to send a link.

    You build this type of relationship just you build offline friendships, a bit at a time over time.

    The reason you don't see it discussed much here is that it takes more time and effort than the "easy button" crowd likes.
