Very high open rates and duplicate times of open

We are using Siebel (Oracle) for our email marketing and have been getting some strange results. Hoping someone might be able to help us out!

Our average open rate is showing up around 28% and this is for very large email campaigns (+1MM).

One thing we are noticing is that the time of open for a lot of our emails is identical, down to the second. This is mostly happening with gmail and hotmail, we are aware that there are issues with tracking pixel opens in gmail.

We ran a test where we sent an email to one person but with two separate emails (a hotmail and a work account). When we opened the hotmail email it changed the time of the open of the other email, however only the name could have linked the two emails inside the tool.

Is this a problem anyone else is seeing with other tools and does anyone know if this can affect open rates by making the tool 'think' an email has been opened when in fact it has not?
