Ok here's what I'm trying to do.

I want to add an email list pop up on my main web site, but also import an email list from tinypass Paywall and my paypal donations.
Import all those emails and send out weekly updates and requests for donations, offer membership specials and deals.

Whats the best cheapest or free tool?

    Download the open source version of PHPList - It's free..

    Then just populate the user table in PHPList when someone fills in your email list or when someone makes a paypal donation from the IPN notification.

    That's what I do, everywhere an email get stored, I have a trigger in my database that goes out and adds that user to PHPList to the appropriate mailing list.
