It depends on the content. Sometimes, they will ban you if you try to list build using a niche that is not allowed.

Facebook will let you place the ad and they will review it. They will let you know if your ad will be allowed or not. If FB does not allow you, they will explain to you why.

You can easily build a list on Facebook and they've even created the Lead Forms/Ads to make list-building easier, faster and highly converting for the marketers since your lead doesn't have to manually type in their name and email:

However, based on your other replies in the thread I understand that you already have been banned? It's quite a serious issue having your Advertising account banned and I hope that's not the case but if you do manage to get it back, make sure you go through their TOS before submitting any new ads:

    https://www.facebook.com/policies/ads/

    Good luck!

The kicker here is don't be LAZY.

People aren't DUMB. If they see an ad and you can someone get them to click on it and go to your landing page but it's quite obvious to them you're just gonna BLASTEM with coupon offers, then your conversion is gonna be the craps.

Come at it from an angle where you can use your ad to link to a piece of content on a landing page. Maybe a blog post, tips post or even a video. This content then ties into the coupon offer mailing list you want them on.

This method, so long as it's not in a "not allowed" niche, will rarely get your account in trouble. Also as long as your ad meets their guide lines (20% or less text - although they're getting easier on this) you will see better results.

Ads are accepted by real people in Facebook and first what they gonna do is reject your ad draft if it's against their policy. If they do, you can try changing it and apply for acceptance again. I don't think they ban an account in the first place.
