I dont understand what exactly you want.

Do you want to create a SMTP pattern list for allowed domains? What exactly do you mean by whitelist?

Are you referring to white listing your ips with the isp provider? Or a third party service like return path?

Not sure about Whitelist, but there are pattern to backoff once an issue happen. this will allow you to back off ip/domain fix that issue before it lead to blacklist and other stuff.

What version of PMTA you're using?

Whitelisted IPs does not come from IP/server provider. You need to make reputation for your IPs, If your email list have less bounce, no complaints, double optin list, unsubscriber link and good email content then your IP will get good reputation in short time. So you can start setting up PMTA and send small quantity initially and make your IPs reputation. Then you can increase the quantity. I have done such setups for my clients with 4 to 250 IPs.
