Promotional Email sending right

I want to know if there are any right for sending promotional emails. Say I have gathered a massive email list from many different sources, but not all of them are opt-in. Then can I send marketing emails to all. Is there any rights that I will not be able to send promotional emails to those who have not requested for it or opted for it?

    You can, just make sure you have input unsubscribe link to your email.

    CAN-SPAM requires that a valid physical postal address appear in your emails. CAN-SPAM is a U.S. law, not a global one. However, if youre working with an email service provider that operates in the U.S., they're going to require you to abide by it in order to work with them.

    As others have said make sure you follow CAN-SPAM compliance. Even if you do follow CAN-SPAM compliance AND have an unsubscribe link you WILL still get complaints EVEN IF THOSE PEOPLE OPTED IN!

    Why? Because let's say someone opted-in 6 months ago do you think they will remember this? It's very frustrating and that is why I moved all of my mailchimp accounts to my own system based on an open source program called "Sendy".
