Average Email Signup vs. Website Hits Ratio

This question is for those of you who build your email lists by giving away something (such as an eBook) through your website.

What do you find is a good ratio as far as the number of hits you get compared to those who double opt-in for your eBook? I'm mainly curious for those using the pop-up method as opposed to a splash page.

As of right now I'm personally getting roughly 1 double opt-in for every 100 hits, which seams a little high. I'm curious if I should be making some adjustments to try and increase that or if it's actually pretty standard being that it's double opt-in. Thanks!
