How would you use this resource - email address list to newly registered businesses?

Hi guys, first of all - thanks for being a big source of inspiration, I don´t have any posts here but have been reading a lot and hope to be more active in the future.

Posting a question now as I have gained access to a list (published monthly by authorities) that contains email addresses to newly registered businesses in a non-English speaking, developed country. Note: the list is most likely pretty useless to anyone outside this country/who does not speak the language. I will most likely have access to the list during 2018 and possibly later on as well.

The list also contains additional information such as first and last names and age of the owner(s), name of the company, type of business/description, and physical (post) address.

Each monthly list contains ca 7000 new businesses. However, not all of them contain email addresses and some are not useful in other ways (only registered for tax reason etc). I would guess that the list would contain at least 250, maybe up to 750 useful email addresses each month depending on what you are trying to market/sell. Common types of companies on the list: building/construction, cleaning services, dentists, hair dressers, recruitment/personnel for hire/consultants, lawyers, restaurants, etc etc. Pretty much the full spectrum as it contains all new registered businesses.

I have limited previous experience with email marketing. Have not built any list earlier.

The first question is - does the list hold any potential? Big or small?

The second question is: how would you use the list (in order to make money ;-) )

I do have some ideas myself but I am 100% sure there are others that have different experiences and would approach this differently, so in order to not hinder other´s creative thinking I will not post my own thoughts until later on.

p.s. hope this is the correct forum, if not please let me know and I will ask an admin to move. Thanks!

The answer to both of you questions:
It depends on what you are marketing to the newly registered businesses

I'd set up a cold email campaign.

Be sure to use an email sending platform that allow sending to cold emails otherwise you could end up getting blocked or banned.
