Anyone Know Where to Get some High End, Data, Leads, or Email List Vendors.

I'm into Email List Monetization. However, I need to find some quality fresh targeted Email list vendors to get Niche specific data for my CPA offers.
My offers range anywhere from Insurance to Dating.
I have been searching everywhere and most companies charge an absurd amount for low quantity leads. Harvesting is not Can-Spam Compliant and shaddy so that's out the mix. I understand list building and I have another personal website where I strictly list build with my audience and never buy or sell data to promote anything. That side of town is strictly for my audience.
But, I also understand that Data Monetization is very profitable (with of course being Can-Spam Compliant) so, I want to get a wack at that. Also, I feel it will be an awesome learning experience and good practice before my personal website list gets pretty big.
In other words, I want to promote CPA offers through email data but, the vendors I've been finding has unreasonable rates. If anyone knows any connections or vendors/ list brokers. I would be super in your debt and greatly appreciate.
I have skills I can trade in return. I am heavily in Web-Development, Web-Design, eCommerce or Private Labeling, SEO and High Ticket Affiliate offers.
