Logistics for working w/ purchased email list

Hey guys, n00b here

I've always believed purchased lists are lame and poor biz practice. I work in an industry with a high pain point effecting their well-being, quality of life, potentially worse. We're a genuine company with a legit product that can help.

What's the best way to go about using a new fresh active list without winding up with fines, complaints, or too many complaints to effect delivery rates etc.

    I've been buying email data for over 18 years and monetizing it. The process is more involved than someone with no experience thinks.

    So are you saying that you purchased a list?

    Is the list email only or do you have the opt-in record for each email?
