Can you pick up people email address through youtube comment username on videos(not yours)?

What I would like to do is to go through some hobbies videos from other channels (not my own) and find some interesting comment of people who are interested in the thing I would like to market, pick up their email from their comments from those videos.

I would say there is no reason you couldn't... You generally can not just put these into the likes of MailChimp or Constant Contact and start sending away. However you could kinda one at a time send a e-mail thru say gmail that says something to the effect, hey I saw your post on x video and blah blah blah - just ensure to leave a method for them to "unsubscribe" and all is good.

goto the users Bio page and click on the "About" tab and you will find access to the e-mail from there. There is a setting in YouTube to hide this, but most do not

As long as you are not using an automated process to do this.. yeah its legal.. the minute you try and use a automated "scraper" it becomes against YouTubes TOS

I don't think it is possible (or legal) to scrape peoples' email addresses from youtube comments. Why don't you find another way to locate and reach out to your targeted market? Facebook groups, for example, are an excellent source when looking for your targeted market.

Besides the legal (CAN SPAM) issues, many youtube profile names can't be 'reformed' into GMAIL address by just plugging @gmail.com at the end of the user's YT profile name

YT users your gmail screen name which is different from your gmail address

You could only be able to do that if they've kept their email settings to display-it-to-everyone. If such a setting exists in the first place.
Also, you could then build up the email list and start sending it to the intended users.

Only if they have on their channel info "business inquiries" checkbox to see their email.

I don't know if that feature is even enabled for all of the youtube accounts or only with a certain number of subscribers/videos.

Very few even have an "about" tab and I've never seen one with an email.

On the about page is a place for a user to enter in their email and not have it displayed. Visitors can click a button to display it. However, it has a captcha.

Some users put their email in the about description.

I'm sure many do neither / haven't entered anything at all into their about page.

If the user is actually posting videos. Some will put their email in the video info section.

If they subscribe to your Youtube channel...and you release compelling content. My experience is conversion will be higher from clicks on your YouTube videos. I hear Youtube is shutting down accounts with affiliate links. I would recommend you use a real cloaked link from Clickmagick or the like.
